QUETTA: The Government of Balochistan has given the powers of competent authority and appellate authority to the high ups for different cadres’ officers and officials serving in the government departments and other organizations.
According to an official notification issued here, the powers have been assigned after review and amendment in the concerned rules of Balochistan Employees Efficiency and Discipline Act 2011.
The powers of competent authority and appellate authority have been given to the Chief Secretary for the employees from BPS-16 to BPS-19 (Except revenue department, Police and Levies personnel).
Similarly, the Chief Secretary would also act as the competent and appellate authority for the staff of Revenue department serving in BPS-16 at the district and division level.
The concerned administrative secretaries would serve as the competent and appellate authority for the employees serving in BPS-1 to BPS-16 while for levies personnel of BPS-16 (divisional level) and for the personnel serving in BPS-1 to BPS-15, the powers of competent authority have been given to the concerned divisional Commissioners and Deputy Commissioners.
Meanwhile, according to an other official notification of the provincial government, the ASP / DSP has been appointed as the competent authority for the uniformed constable / head constable and Assistant Sub Inspector of the police department while DIG Police would serve as the appellate authority for them.
Similarly, SP / SSP / AIG Police has been appointed as the competent authority for sub Inspector and Inspector while DIG and Additional IG Police would act as the appellate authority respectively.
For DSP, the IG Police and Home Secretary have been designated as the competent authority and appellate authority respectively.
Moreover, for SP / DPO / AIG, the Chief Secretary would act as the competent authority while Chief Minister would be the appellate authority for them.
